Anecdotally, I've noticed over my lifetime living in Alabama disasters fall in line with any instance where a specific public service or industry area is overwhelmed seemed to quantify as a disaster. To Breanna and Maureen's earlier Q: From a practical sense, I think "disaster" can be broadly applied to several problems or issues when it's defined or largely considered as a measure or description of magnitude or absolute deviation from that which we'd expect (and expect to be able to handle/control). So, like, say we're describing a forest fire, a drought, an infectious disease outbreak, a formula shortage, etc. -- it's probably safe to say that the underlying component of all of them and that which most compels action is the magnitude of the effect each one imposes a need or demand for action/attention. As you'd evaluate the distance from the center of a distribution or how "significant" a value is, so you can heuristically think of "disaster" and "disaster" indicators as how far into or towards an extreme something might be from what we'd expect -- y'know?
