First, we should consider that results from the PES are estimates. Further, they don't include estimates for people living in group quarters. Finally, for apportionment, the census includes deployed people and Federal workers and their families living overseas. So trying to assess the effects on political representation or funding is very complex. However, an area that is undercounted may well realize the effects in representation or funding. And areas that are overcounted may realize advantages. Actually, Census Day has changed over the years, but not for quite some time. April 1 has several advantages. People are not yet on summer vacation. College students who live on campus, and some who live off campus, are generally there on April 1; many of them leave or move to a different residence in May or June. First, we try to capture everyone where they usually reside. For someone who lives (not just a visit) at two or more places during the year, we ask the to respond where they move most of the time. If someone lives in FL 7 months, but in MA 5 months, we want them to respond as in FL. We also have additional questions on the questionnaire asking whether some of the people listed sometimes live elsewhere (as at college, etc.); and whether some others (not listed) might be missed (as a young child, a grandparent, a nonrelative). (I forget the exact wording.) If the respondent indicates such, we may contact them again to resolve the situation. In addition, our "unduplication" operation uses statistical matching and tries to link each person enumerated in the census to all others enumerated (with some limitations) to determine duplicates.
