In anticipation of our continued discussion this Friday, I am uploading the most current version of the statement.  I have transferred things over into the new template and in sections that we have not finalized yet, for the most part, left the general instruction from CSTE that comes along with that section in case we want to refer to it.  Also, I'm having a little trouble with some of the formatting which is why the author list looks wacky and is incomplete.  I'll keep working on that.
