Heather and Dave, 

Attached is the last round of additions to the outline- mainly re. complaints. I did not make additional comments on syndromic surveillances. I didn’t add anything to syndromic surveillance. Please review it to make sure I accurately captured our two rounds of comments and the new material, so we can finalize it before the NOLA meeting. 

We’ll have to discuss how to adapt the CIFOR complaint document to the chapter. The contents are very similar, but the organization is different.
