This repository is intended for jurisdictions to easily share resources related to the COVID-19 outbreak response. The audience for this Basecamp is CSTE members working at STLT health departments participating in COVID-19 response activities. Appropriate resources to upload include health department-created guidance documents, resources, or other useful tools that may be helpful to other jurisdictions during their response. 2. If you are, are you quarantining those where the case and contact were both wearing face coverings for the duration of the exposure?

Hello, For Montana, written quarantine orders are recommended. We are decentralized, so it is at the discretion of the LHJ. For number two, mask use is only considered in healthcare settings. While mask use may reduce the risk of transmission between community contacts, they are not trained in the use of PPE, and cloth face coverings are not PPE.

We have 68,000 cases, 90% of whom have been reached by phone. With an average of 2 to 3 named contacts per case, we are certainly not writing orders (for what would be approximately 100,000 orders)! Both isolation and quarantine are voluntary. If we knew someone was flagrantly violating isolation, we do have legal authority to issue mandatory isolation, but have no used it.

1. Are any states still writing official quarantine orders for contacts? Yes for cases if they willfully break isolation. For contacts, no.
2. If you are, are you quarantining those where the case and contact were both wearing face coverings for the duration of the exposure? Only considering mask in conjunction with the entire PPE suite in a healthcare worker. As noted by others the regular public is not trained on appropriate PPE use, and cloth masks are not the same as standard medical PPE.

We're not currently considering mask use for determining quarantine (apart from healthcare exposures, as with HI and MT) but have heard a lot from schools and institutions of higher ed who would like different criteria for close contacts for classrooms who are or aren't wearing masks, along with other criteria. Right now we quarantine all people in a classroom with a case, but would consider limiting that to people in closer proximity if we find good efficacy for masks in preventing transmission in schools.
