I apologize for not being at any of the calls, I noticed that there is and eCR vs ELR doc that was planned, I'm not sure if that is the one already in the docs. But one thing I didn't see in any of the documents was the enhanced data collection compared to ELR - better/more complete demographics, symptoms, diagnoses, treatments, pregnancy, etc; and how that can in some cases eliminate a call from public health to either a provider or a patient. We've had an eCR pilot with Planned Parenthood, and they conducted a time-motion study that estimated approximately 120 hours a year would be saved on the clinical side from not having to send us faxes, which equates to over 400 office visits, which is a significant benefit for our clinicians.
Another value proposition - eCR can help us capture cases we couldn't (or couldn't do it well) before. Conditions with clinical diagnoses (pertussis, HUS, TSS); and conditions with point of care lab testing - documented in EHR but not a LIMS system, so we wouldn't get through ELR (e.g. blood lead, other rapid testing).
