Jessica, I think that list on p15 is excellent and comprehensive -- if stakeholder analysis is a direction we go, I'd love to see that list as the basis for a 'minimum stakeholder list'.
However, I'd also love to know how folks recruited each of these folks to be part of discussions... for most of those, there's a big mismatch between interest and capacity when we're looking at eCR. EHR vendors may be intensely interested in eCR IGs and eCR plans developed by states/jurisdictions, but have no ability to participate in smaller ventures than DB or SDO work-groups (such as HL7 structured docs or others).
