"Green Ribbon School" was established in 2012 by ED over the objections of US EPA and CDC. It might be considered a scoring system, but caution is advised. GRS does encourage state agencies to work together to administer the award-- and that is valuable - but ED set the scoring system without any formal public comment: it was very hasty.
The ED scoring from a decade ago short-changes EPA and CDC programs that promote healthful learning environments and healthy nutrition and behaviors. For any school to be successful in the award system at a state level, it MUST spend money on specific deliverables that are not linked in the peer-reviewed lit with health, thinking, and learning. Further, many states have regs on IAQ and IPM, mercury, CO meters, asbestos, lead, asthma reporting, and green cleaning, which is their baseline to move into the GRS scoring. But in states without any similar regs, local schools have an advantage, since they need to do far less to qualify. States with EH regs are expected to require local school applicants to be in full compliance, before addressing the unregulated deliverables of GRS.
