Action Requested: Iowa MiddleWare Demo/Request for Information

Good morning,

This is follow-up to comments made during the ELR Meet & Greet at CSTE last week...

I am requesting one of the following actions if there is any possible interest in joining Iowa in issue a Request for Information (RFI):

1. Send an e-mail to John.Satre@idph.iowa.gov indicating that your jurisdiction would like to be named in the RFI with an appropriate contact AND receive information from any respondents. I want to underscore that being part of the RFI in no way obligates any party to a financial (or any other) commitment.

In addition to the Rhapsody integration engine, Iowa uses a piece of web-based technology that we call the smartLab. The smartLab sits between our hospital/laboratory partners and Rhapsody. It is very similar to a web based solution used by Massachusetts to enable:
  • validation; 
  • translation of codes (test, result, and other vocabulary codes such as abnormal flags, race, ethnicity, etc.) to a public health codes set;
  • transformation, if necessary, to the 2.5.1 EDI format; and 
  • automated messaging back to the sender when a message fails validation.
  • hospital/laboratory self-testing for on-boarding, re-on-boarding, or bringing new tests or conditions on-line for ELR. 
  • In addition, the system provides a sender-specific web portal for reviewing errors and re-processing a message under the right circumstances.  This last feature also allows public health staff to resolve an issue for the particular message and similar future messages under the right circumstances.
While highly effective, it is costly and we've been directed by executive leadership to reach out and let you know that Iowa is intending to go out with a request for information to the technology marketplace to see what other software companies may have available along with pricing. 

We’d be interested in demonstrating the existing technology and then talking with you and your staff about interest in joining our RFI effort.  There’s certainly no obligation, but we believe it strengthens our request for information to have other states join our  effort to simply collect information on what’s available, without obligation.
