Adding Nullflavors to race value set

Follow up from the Open ELR call on 1/6/2022:
NHSN is reporting these 2 nullflavors in their race element:
Unknown and Declined to answer (this one is mapped to ASKU = Asked, but unknown from the V3 Nullflavor code system)
Currently the official PHINVADS valueset associated with PID-10 in the ELR specification does NOT include any nullflavor values (ethnicity = PID-22 does). PID-10 is RE in ELR, so if a value is unknown the field can be left blank.
However several labs, because they understand that race is an important element for EPIs, want to be able to demonstrate, that they asked the patient for this infomration, but the patient declined to state (or chose unknown).

How do state want to get this information from NHSN:
Leave PID-10 blank
Use ASKU^Asked but unknown^NULLFL

The reason IL wants this blank is because if there is a value there it lets our users off the hook and we want them to try and get the information rather than letting Unknown go. The ASKU is also not in our interface engine built in cross reference tables and it will not validate so again that is better to be left blank so it processes and our users try to get the info.

Ohio is not able to process ASKU from NULLFL table. Messages fail validation and are not processed, so we have to manually remove them from raw data files and redrop. We have asked AIMS Centralized ELR labs to stop sending it as it causes us extra work every day and delays in reporting. Blank would be fine if it's truly unknown or refused to answer. Or a simple |U| or |Unknown| would also work in PID-10.

Yes, thanks. You are correct. Here is what we require in PID-10 for Race values. I misspoke about leaving it blank too, since it is a required field.
