Csv validation tool and upload? (non national csv)

Hi,
if anyone has developed for their state csv files either or both of the following, could you email me please? nancy.l.barrett@ct.gov

A csv validation tool (Excel macro?) that can be served to a location to upload a test file to validate their file structure and content. We have smartsheet so we can offer this via that mechanism. Open to suggestions.

A non-secure email or non-SFTP upload of a file for consumption. We automate the download from sFTP, but epis seem to think that takes too much time.

Open for any solutions/proposals.
