ELR state requirements

I looked through previous forum posts and could not readily see if this topic has been addressed previously.  TN might have the opportunity to add legislation mandating ELR, I know some state's have that but now I cannot remember which ones.  If anyone has anything like this I would love to hear, even if its just the state name I can look things up from there but links are always appreciated.  It may be too early in its life cycle, but if you have anything for eCR I would be interested as well.  Thanks!
