Feedback on National Flat File Governance Process - Due EOD Tuesday 11/9

On our 11/2 ELR Workgroup call, we reviewed the proposed draft change control process for the National ELR Flat File. The draft proposal is attached for your feedback by EOD Tuesday, November 9th.

You can provide feedback by commenting on this thread or emailing brooke@cste.org. Questions are also welcome. See below for a couple specific areas for community feedback:

  1. For requests that are appropriate for community discussion, do you prefer 1) we batch requests and discuss quarterly or 2) discuss as requests come in?
  2. How formal does the consensus determination (i.e., voting) need to be? Would on-the-call polling suffice, or do we need to establish voting members and formally define consensus?

Your general feedback on feasibility is also welcome. Overall, the goal is to provide some structure to evaluating and tracking change requests to the National Flat File while avoiding anything too bureaucratic. We also acknowledge the ongoing discussions regarding what data belong in an ELR message (vs. coming from an electronic case report or case investigation), which will come into play when evaluating if a request should move forward for community discussion.

For voting, I think providing a remote/non call option would be preferable for people who can’t be on a given call. I think the impact of the voting options would also need to be related to the answer to question 1. If we are voting at non-predictable times it could be easy for a member to miss a specific vote which makes me want a remote voting option more. But if items are cited on quarterly, then it seems like in person voting would be feasible.

I think we for sure want to support email / remote voting regardless of the cadence of Change request review.
Personally I prefer batch review on a fixed schedule (except fo the emergency things of course)

Support batched review and discussion on a call or series of calls followed by remote/virtual polling - is there a minimum amount of input (e.g., number of votes in favor of something) needed for us to move something forward? (sorry have not had time to read the document but hope to review soon). Happy to see this being discussed because I am hoping we can repurpose it for other things, such as adding or revising elements for eCR!

Sorry I'm late to this party!

Support 'batch' review on a monthly basis - can announce date for new items on weekly calls - Timing of review - mid-month?
Support a small review first - if that is acceptable to everyone. Rotate the representatives from the states/jurisdictions.
Support a fuller vote across jurisdictions - the ELR/EDX contacts can represent the jurisdiction.
How many jurisdictions make a quorum? Should be at least half so fair representation?

Do we suggest alternate methods of collecting the requested information?
