Interjurisdictional notification

Hi all,

I feel like I should have been paying more attention before and likely missed important information. So, with tail between my legs, I humbly ask for a quick 101 on what is possible for electronic interjurisdictional notification using HL7, possibly via the AIMS platform?  Or any other way?

We are drowning in these notifications and I would love to automate it!  Being a city in NYS we also face the problem of having to notify other counties or NYS for OOJ cases who are residents of NYS but not NYC - not sure how to automate that one but maybe it is also possible.

We're interested in this topic, too in Utah. We are struggling keeping up with outbound notifications, and also struggling with the various formats we are receiving data sent to us. We'd love to be able to harmonize and streamline the process.

Here is the offical response from Mel/Vanessa at APHL:
A lot of PHLs and PHAs exchange ELR across jurisdictions via AIMS. If NYC is interested in establishing an interpartner connection with NYS and/or other agencies, you can fill out an ELRTA request, and the APHL TA team will work with you to set it up. You can now submit an ELRTA request using this web-based Smartsheet form: https://app.smartsheet.com/b/form/920b7c80000e4934b7fbb942cf6f16d7; select “InterPartner Exchange” under Technical Assistance Offerings.

The AIMS Platform has a service called InterPartner, which allows trading partners on the AIMS Platform to easily exchange data with other trading partners on AIMS. It is based on a filename convention and it has reduced the work needed by trading partners (public health agencies, public health labs, private labs, etc.) to securely exchange with their neighboring states/orgs. The focus of this service is routing and it is payload agnostic. We allow the trading partners to coordinate the format and structure of the message content and we often (with the proper approvals from APHL and CDC) facilitate those conversations. 

I attach our InterPartner Guide that is focused on Contact Tracing as an example. 

If you would like to explore ways that AIMS can help, @Holley, Vanessa | Aphl  can begin a process to collect information to get us going. I can also make myself available tomorrow if you would like to chat on the phone.



I think we will update the attached document with the instructions - and we may have this as a topic on the open ELR call (now I am stealing Mel's thunder - sorry about that!)

Yes please, let's elevate this conversation.

Covid-19 reporting could be a good place to do proof of concept.

Questions: Guideline for this interpartner -- is it similar to CELR but with full demographics? 
Will there be a csv/tsv option for states who will not be able to generate an HL7 message (like CELR) in the simplified format.

Diverting incoming HL7 2.5.1 - is that possible or would the MSH.21 need to be changed for that new state?
