InterPartner~ELR messages

Greetings all -- apologies for sending this after the fact... on 12/18, Oregon implemented an InterPartner~ELR message to send data via AIMS for non-Oregon residents. Our last review showed that nearly 8% of our data are for out of state residents and we're already struggling under the weight, so in an attempt to divert results we implemented without notification. My apologies for not messaging sooner. If you DO NOT want these, please let us know (elr.project@dhsoha.state.or.us) and I'll remove your state from the list.

Hi, the issue for MD was that the tests do not have LOINCs.

In MA  we need the result code and/or SNOMED in either OBX.5.1 or OBX.5.4 
You are sending: |^NOT DETECTED^SCT^^NOT DETECTED^L^2012/07/31^^NOT DETECTED|, so results are in OBX.5.2 and 5.4
I have a feeling we will struggle with that date format too.

Also MA cannot handle the NTE between the OBR and OBX, could you move it after the OBX?

PA is getting files with:

* No LOINCs
* No SMONEDs
* Bad file names "OR-PA-PROD-PROD" instead of "PA-PROD-PROD"
* Other data quality issues
* Honestly prefer to NOT receive these. Every one is an error issue on our end and requires manual intervention which we simply do not have time for.

NJ requires FHS/BHS/BTS/FTS segments. Also, we see a number of messages without LOINC codes.
