Lab standard code requirements

Hi, I'm following the thread about the LifeHealth (?) labs started by Amy and I have a few questions for the community.

Do folks think it is a problem if some states require SNOMEDs and some do not? 
Do we think as a community that our requirements should be consistent? 
Does it matter if the lab only does a few tests vs. many? 
How many different value set mappings are sustainable if we end up mapping to different varieties of local codes?
