📈 Need APHL/CDC guidance for school testing reporting.

WA State is seeking guidance for reporting school/school district testing data to the CDC. We would like to discuss at our next call.

Because there are no standard fields within the HL7 message segments to house information which would allow us to track a result back to a school or district, what is the best way to flag incoming results from school testing.  Additionally, with the similar limitations around pooled testing results. 
 
The specific ask is- since this is not unique to WA and is a CDC reporting requirement for every state, we are wondering if APHL colleagues have guidance or could establish guidance to inform how to best capture this information. In the hopes of working towards a national standard. 
 
When STRAC app data was introduced to send data to us through Children's Hospital, we asked them to send School name and School district in Ordering provider and Ordering Facility fields, respectively. Now its became clear we needed guidance for other POC testing sites. Here is the draft we began, and now feel we need national guidance.

In PA when we did the initial pilot with STAC we used the county in which the school is located as the ‘CLIA holder’ making them the Performing Facility. We wanted to treat the School District as the Ordering Provider and Facility, as you have. In our case, each county involved in the pilot was also a local health jurisdiction so that helped. If you can treat a district or county as a lab and assign a fake CLIA, that seems to be the best method to manage numerous non-lab facilities. If you use a fake CLIA, perhaps you can use “SD” as the alpha characters and index the schools numerically by alpha-sort… “Albert Einstein Elementary” is the first school by name = “00SD000001”
