Race / Ethnicity value set and use Nullflavors
Can we get national guidance on use of nullflavors on how to deal with concepts like unknown, refused to answer, asked, but unknown etc?
we did have the survey in December (only 11 PHAs participated, so maybe getting a bit more input might be good - can we re-open?)
In FHIR there is a valueset called DataAbsentReason: https://terminology.hl7.org/CodeSystem-data-absent-reason.html - for Gender Harmony this was the preferred code system to draw from for FHIR (and since we want to use the same vocabulary across HL7 product families we'll have to adjust that for
In V2 we traditionally we have used V3 NULLFLAVOR codes: https://terminology.hl7.org/CodeSystem-v3-NullFlavor.html
And for Ethnicity the HL7 table 0189 includes U for unknown (but nothing else), but HL70005 (or CDCREC) does not.
Also there is some work at HL7 around race and ethnicity code systems - I have not had a chance to look into that more, but maybe some of you have?

This looks like a good topic for the ELDRS call next Wednesday. So both the ELR and ECR workgroups are in on the question.

ELDRS, eCR WG and ELR WG are having an offline discussion on where/how to approach this. We are going to reach out to Annie and Gillian as one of the other S&I calls may be a more appropriate forum. Will keep you posted.
