This is a crude attempt with imperfect data. I went to each state's website and looked for a reported number of cases. Then I used the most recent Census data for population. I calculated a rate of reported cases per 100,000 residents. If a state is blank, it is because I couldn't quickly find a precise count.

I split states into two categories based on legalization of recreational cannabis during the outbreak. That's why Illinois, New Mexico, and New York show up red here.
