Tesfaye and Svetlana, I deleted the language about the West Fertlizer plant explosion since that will be a standalone document as previously discussed. However, I did add a RECOVERY case study (Bastrop wildfires) which I think would fit perfectly here. It is only a 2 page addition, with references. Dave

Thanks, Tesfaye and David. I received a number of comments on the CASPER ICS draft that I will be incorporating into this document. Also, perhaps we can change the title to reflect that this is now the "master" document?
