OISE Funding for 2019-2020 Season
2018-2019 OISE Participants:
I want to make sure that you are aware that the mechanism for funding OISE during the upcoming 2019-2020 influenza season will no longer be through the CSTE grant mechanism utilized this season. OISE funding for 2019-2020 will be through the Epidemiology and Laboratory Capacity (ELC) Cooperative Agreement, the same mechanism that the Influenza Division uses to fund routine influenza surveillance and diagnostic efforts. The attached ELC Notice of Funding Opportunity document contains (1) general information about ELC and (2) specifics for both routine and enhanced influenza surveillance and diagnostic activities in Module Q (pages 217-224). Applications are due to CDC on May 10, 2019.
A few points specific to the OISE surveillance enhancements:
1. As a returning site, you are eligible to apply for funding for OISE surveillance enhancements in 2019-2020. The amount you request should, of course, coincide with your continuation needs which may be different than your needs this season. For example, if funds were needed this year for what would be considered onetime costs, we wouldn’t expect the same level of funding needs in the 2nd year unless new activities are proposed.
2. Funding determinations for the OISE surveillance enhancements are independent from the determinations made for routine surveillance activities. Both are dependent on the availability of funds.
3. Since routine influenza surveillance activities and the OISE enhancements are included in the same module, please clearly indicate the relevant activities in each section/description and in your budget.

Thank you for sharing this information with us. Unfortunately, Harris County Public Health does not qualify to directly apply for ELC funds from the CDC. I am trying to coordinate with our state health department to receive funds for this program through them but it is not guaranteed. We have laid a great foundation here in Harris County for influenza surveillance and are finally gaining momentum which is why I hope we can work something out with the state to continue this program.
I have two questions for you. First, due to delays in getting the funding this year we will likely have some surplus funds. Is there any possibility to extend the current grant contract? And second, will the funding amount for this grant for next year be similar to this year’s ($50,000)? The state may ask me to provide them with a budget if they are indeed able to include our program in their ELC application. It would be helpful to know if this year’s budget will suffice or if I need to modify for more/less money.
