Hi everyone,

Thanks to those who were able to be on the call today.  Rhoel, thanks for your comments - very helpful.  Attached here is the updated version circulation.  The plan is for Ben and Sue to run this version by policy folks at CDC to make sure it causes no headaches and that we have their support.  Once we get the green light from CDC policy experts, we will send it to NAVCO and other colleagues (Laura had identified many) to get their feedback.  At that point please send it to whomever you think should take a look. 

How does this schedule sound:
1. By January 31, Ben and Sue inform us about any concerns from a policy perspective at CDC.
2. We send the brief to NAVCO and other colleagues for review and request they provide feedback by February 7.
3. We consider their comments and finalize the brief by February 14.
4. Ashley emails the brief to CSTE VBD Subcommittee members and request comments by February 21.
5. During Vector Week we deliberate (if needed), present the brief at Tuesday morning session that Ben mentioned, and send the final policy brief to breifs@cste.org.

Below is the result of the review from CDC on the policy brief.  I attempted to revise the brief (attached) based on these comments.  Let me know what you think.  If we can all agree, we can send these out to colleagues for comments including NAVCO and the CSTE VBD Subcommittee.  Thanks, Abelardo

"First, thank you for providing this opportunity for CDC to provide a technical review of your draft CSTE Policy Brief. We really appreciate your thought and consideration, as well as your commitment to the prevention and control of vector-borne diseases. 

 

There is broad support within the Division for having an entomologist in every state, which would support better state and local preparedness and response capacity for vector-borne disease prevention and control. However, it is important to realize that CDC does not currently have the resources to support additional positions, through ELC. CDC supported 21 entomological positions through the FY2019 ELC award process. These entomologists were diverse in their educational backgrounds as well as their appointments (e.g., full-time, part-time, contract, or FTE). CDC could not implement the proposed recommendation for an entomologist in every state unless additional funds were made identified.

 

We have one comment on the figure that reflects CDC’s role. As currently configured, the state entomologist interacts with a variety of stakeholders, who in turn interact with CDC on “informing best practices for vector control practices”.  At present, states with entomologists already engage directly with CDC to facilitate generation of local best practices for vector control.  It is also important to note that there is no one size-fits-all model for interaction between state entomologists and CDC, due to the vast range in vector-borne disease epidemiology, ecology, local regulatory, and legal environment and available resources.

 

Finally, we have one editorial edit on page 1: be “Ehrlichia muris eauclairensis”."

Hi all - looks like most of the comments are in and not much to revise.  David Neitzel commented that resources for PHEs would be important.  I changed the sentence about state funding slightly to cover that (change highlighted):  "States should establish state funding for these positions as well as for vector-borne disease resources that are tailored to the needs of the jurisdiction."  I added similar wording in the CDC funding sentence (change highlighted): "The CDC, through the Epidemiology and Laboratory Capacity cooperative agreement, should continue to provide funding for Public Health Entomologist positions and resources as funding permits.  This will demonstrate a concerted, cooperative, approach to addressing vector-borne disease issues utilizing state and federal resources." 

All other comments were largely cosmetic.  Here is the final version.  I suggest we wait to submit to CSTE during or after Vector Week in case anyone else has any comments during the week.  I think we are in good shape.

Hi team,

It was great seeing all of you at Vector Week last week!  I think we are ready to submit this document to CSTE.  Question:  under technical advisors, any objections to adding NAVCO since many of their members provided input?  Any other last thoughts before we submit?
