E-Scooter and bike share dashboard

In 2018, e-scooter shares (mostly run by Lime) started rolling out in Washington State. They became available in Tacoma in September 2018; at the same time, Spokane did a 3 month pilot in their city. In May 2019, they were rolled out again in Spokane, then in Bothell and Redmond in July.
Visits increased in autumn 2018 as the scooters became available in Tacoma and Spokane, then decreased when the pilot ended and the weather changed. A second increase was observed in the spring of 2019 as the weather warmed and the scooters became more widely available.
Quite a lot of the visits were identified using the Triage Notes Orig field, for those who have access to the field.
