So, I just manually changed Alabama's submission status to "false / not submitted" so I could test out the validation.  I then went in and unchecked one of the sections under section status and tested submitting it as final to see if the validation is broken.  

It looks to be working fine.   Do you have an example of a state that was able to submit without all their sections showing complete?

Meredith - do you remember which states were submitted incomplete?

I see now.  I remember this was the whole reason why we made the "Section Status" page in the first place.  I wasn't able to put validation on all of the fields for a whole host of reasons I won't bore you with.  That's why we made the section status page.  the idea behind it was that it would require the Epi (or whoever) to check those sections and verify completeness.  Obviously, it didn't work.  

The "Submit as final" button looks for all check marks on the Section Status page as showing completed and if all are checked, it lets you submit.  If not, it won't let you.  It doesn't look at the actual fields at all.  

Let me see if I can make any changes to that this year.  I'll see what I can do. 

OK, this is working as it should be now.  No longer will it look for the "Section Status" page for completeness.  It will now search out and locate ANY blank dropdowns throughout their entire SRCA.  It will let the user know there are one or more incomplete fields and it will list out the section and condition that is incomplete. 

Do we need to maintain the Section Status page?

Thanks, Kevin!  I want to say no that we don't need it, but there's a chance states utilized it to keep track of whom completed what.  Double checking with Meredith.
