For this timeline, I would note 7-10 days before the meeting date, as that is the general time frame that is good for IT to know to send these materials in time and to ensure they have all the equipment needed. It can be reworded to say "Email IT to ship laptop, etc." since the task is mainly for the program person than for IT.
