American Evaluation Association: http://www.eval.org
AEA offers training in program evaluation. They typically host a summer evaluation institute in Atlanta in June.
If you're not considering the PHII 8-Steps course, this would also be a great training that will allow you to rate your jurisdiction's use of informatics.
