About the presentation:
Investing in primary care and ensuring access to primary care can reduce health care costs by reducing preventable emergency department visits, hospital admissions, and specialist visits. Several states and researchers have taken a keen interest in estimating how much health care systems invest in primary care currently to develop policies to encourage more spending in this area. Washington state recently completed an analysis for the legislature using claims data to determine primary care medical expenditures as a total of medical expenditures. This presentation will walk through the methods Washington used to estimate primary care including definitions for primary care providers and services, methods used to calculate primary care spending, an overview of non-claims based expenditures and caveats of using claims data. Goals of the presentation for workgroup members:
  • Understand the conversations around primary care expenditures/investments and how public health data and surveillance activities can complement this body of work
  • Develop ways of measuring public health impact of changes in primary care expenditures/investments 

By the end of the webinar, participants will be able to:
  • Understand limitations when creating a definition of primary care and how different definitions can have a big impact on results
  • Adapt methods used in Washington for analyzing claims data to estimate primary care expenditures
About our speaker:
Mandy Stahre is a Senior Research Analyst at the Washington State Office of Financial Management in the Health Care Research Group. A former EIS Officer with CDC, Mandy spent over nine years working with the CDC Alcohol Team as an Epidemiologist and two years with the Washington State Department of Health as the Chronic Disease Epidemiology Unit Team Lead. An epidemiologist by training, Mandy earned her MPH from the University of Michigan and her PhD in Epi from the University of Minnesota where she focused on the interaction of alcohol and tobacco policy and health and behavioral outcomes. Her current research interests include examining health care spending on primary care and preventive services, dental care, and better integration of health care and public health outcomes.
