eCR/RCKMS Community of Practice

The purpose of the eCR/RCKMS Community of Practice Basecamp is to provide staff from state, local, territorial, and tribal public health agencies with a venue to participate in peer-to-peer discussions pertaining to using RCKMS. This Basecamp is not intended for formal communications about RCKMS or eCR and will not be moderated by CSTE staff. Input requested for proposed RCKMS data dashboard

CSTE is asking for input into the development of a dashboard (in Power BI or Tableau), with a geographic visualization of information about conditions published to production in RCKMS by jurisdictions. To further inform the use case for such a dashboard, it is critical that we receive public health agency (PHA) input into the type of data shared and preferences for dashboard access. CSTE envisions that this dynamic dashboard will be updated periodically and may promote strategic partnerships across PHAs for better understanding around jurisdictional condition authoring status and inform jurisdictional authoring processes. If shared broadly with CDC & APHL eCR teams, such a dashboard may also inform troubleshooting issues around eCR implementation or eICR reportability determination-related issues.  
 
To inform the requirements for the proposed dashboard, please respond to the questions below by Thursday November 30, 2023. CSTE will also schedule a webinar to provide a demo of a draft dashboard under development, and we hope to further refine the dashboard based on PHA responses:

1. We can include: SNOMED Code, Detection, Clinical and Lab Evidence

1. Etiology – if for example Shigella, then Shigella Flexneri, Shigella Sonnei, or Shiga Shigella toxin-producing; E.coli O157, etc.
2. Etiology Status (group), Suspected, Confirmed, or Probable
3. Serotype or Genotype, i.e., Subgroup D



1. Should this dashboard be openly available to all interested eCR stakeholders (jurisdictions, CDC, APHL, Healthcare/ EHR partners) in a public space such as the RCKMS Website (https://www.rckms.org/)? Yes.

2. Yes except for EHR/Healthcare partners (As we use Rhapsody to filter condition, it would not be a true representation of what we have)

    •  Yes - conditions published to production, condition version, and RCKMS jurisdiction name
    • If timeboxing was enabled
    • If specific criteria are enabled. For example, if antigen testing vs pcr testing is reportable. Or IgG vs IgM antibody tests.
    • For condition version - will they also have access to what the condition version means?
  • Should this dashboard be openly available to all interested eCR stakeholders (jurisdictions, CDC, APHL, Healthcare/ EHR partners) in a public space such as the RCKMS Website (https://www.rckms.org/)? 
    • Yes. This would be helpful to share with healthcare/ EHR partners so they can quickly view what conditions we currently have authored in RCKMS and may be reportable via eCR. (Please include a footnote specifying that a condition being authored in RCKMS does not always mean the jurisdiction is able to accept or use eCR data for that condition.)

Thanks for bringing this to the community for discussion. 
  1. Knowing about timeboxing use in other jurisdictions is interesting and useful for PHAs to connect with each other and learn how those data are affected by timeboxing.
  2. I do not agree this dashboard should be openly available to all interested eCR stakeholders, but would agree to PHAs, CDC, and APHL having access, as they are eCR onboarding and processing partners. Public health agencies may have conditions published to production in RCKMS (to conduct R&D before moving prod; potentially to meet required funding metrics; to test processing functionalities) but this doesn't necessarily translate that the PHA is actively parsing/processing/reviewing/consuming those conditions at that time. For HCOs/EHRs & LHJs that aren't part of the onboarding and implementation process this could cause confusion.

  2. Condition version published
  3. RCKMS jurisdiction name
  4. If timeboxing is chosen for the condition and if so, the time period set.
  5. The Logic Set Details list for each published condition.
  • Should this dashboard be openly available to all interested eCR stakeholders (jurisdictions, CDC, APHL, Healthcare/ EHR partners) in a public space such as the RCKMS Website (https://www.rckms.org/)? 
            I would not think Healthcare/EHR partners need access to it since they aren't 
            involved with the implementation process, and the information wouldn't be                    particularly helpful to them. I think access would be fine for other jurisdictions,                CDC, and APHL for sharing between jurisdictions and troubleshooting purposes.

    • We think that what other jurisdictions have already noted are good things to add to a dashboard (Trigger Code, Timeboxing status, Criteria enabled)
    • We also think it would also be good to show if the laboratory is required to submit a specimen according to the logic.
  • Should this dashboard be openly available to all interested eCR stakeholders (jurisdictions, CDC, APHL, Healthcare/ EHR partners) in a public space such as the RCKMS Website (https://www.rckms.org/)?

  • I also agree that timeboxing information would be really helpful, specifically whether a condition has it implemented and the number of days.

  • Our jurisdiction already has our list of conditions published to production on a public facing website.  So far it has not caused confusion but I can see how it could if jurisdictions are only accepting cases in their test regions.

We agree with the other comments made that it would be interesting to see timeboxing parameters implemented.

We prefer that the dashboard would only available to CDC, APHL, and other PHAs. We agree with the comments made that it might cause confusion for HCO and vendors if the PHA has conditions published in RCKMS but has not implemented those conditions in their surveillance production environment.

    • First version release date for condition when timeboxing was included.
    • When was the version with timeboxing published to production for each PHA?
    • Was timeboxing implemented for the condition?
    • If implemented, what is the timeboxing interval for the condition for each PHA?
  • Should this dashboard be openly available to all interested eCR stakeholders (jurisdictions, CDC, APHL, Healthcare/ EHR partners) in a public space such as the RCKMS Website (https://www.rckms.org/)? 
    • The dashboard should be available to jurisdictions, CDC, and APHL. It should not be available to Healthcare/EHR partners.

Other variables: Seems like we're all curious about how each jurisdiction is using timeboxing so count this as another vote for adding that variable to the dashboard.

Availability of the dashboard: The dashboard should be available to jurisdictions, CDC, and APHL, but it should not be available to Healthcare/EHR partners.

TN is leaning towards what other jurisdictions have said. We agree a dashboard could be helpful, but like CT, ME, CA, VA and others have put forth, we don't necessarily want the dashboard available to HCOs. Like CT mentioned, we have public facing reportability lists and don't want to create confusion. We can provide our onboarded HCOs our own list of what conditions are available for reporting via eCR.

1. Generally, VT agrees with what other states are saying regarding displaying conditions published and the version in use. We would advocate for latest version available being displayed as well. 
Logic Set Details – is PHA using default setting or a custom setting (if custom, then additional information could be added?)
VT also agrees with including timeboxing information – conditions timeboxed and duration of each.

2. We generally agree that we should only provide dashboard access to PHAs, CDC, and APHL. We would agree that allowing HCOs to access the dashboard may lead to confusion and we would not want this to prevent HCOs from moving forward with onboarding for all conditions.

One question we have: Will the dashboard allow for downloading the list of all available conditions and their latest available version in Excel format? We understand this is in the Content Repository, but thought it would be a nice feature to include easier access to the list.
