✅ Reporting Spec question

Hi, This is Sujata from the State of Kansas. 
We have just started receiving eCR messages related to Covid cases through RCKMS for the first time. 
Can some one please guide on how to filter out messages that got no lab results? We thought by setting up the specifications for Coronavirus condition in the RCKMS will take care of it, but, still receiving the messages. 
If this is not the right place for this question, please let me know where or whom to approach.

There's no way to filter out eICRs without labs from RCKMS 100% of the time. Multiple eICRs per person/per incident are generally triggered. So, if you have RCKMS logic set so that an eICR could be triggered based on a Diagnosis, then you will likely receive an eICR without lab info just based on the Dx and then you'll receive another eICR when the lab test result comes back. Even with restricting logic to not include Dx, some eICRs will still come through first without lab info just based on the way it was triggered from the EHR.

Some jurisdictions consider a time delay once the eICRs are received, they wait in a holding areas for up to max 4 hrs (otherwise it's not truly meeting the "real-time" definition) to wait and gather any additional eICRs related to that incident before ingesting them into the surveillance system.

I'm confused by this part of the answer - and had not (yet) noticed this behavior.

This sounds like a bug.  If I set up my COVID-19 RCKMS rules to only trigger on positive labs - why would ever get an eICR/RR  pair where the RR shows COVID-19 as reportable to my state if there are no COVID-19 lab results in the corresponding eICR?
