Attached is the introduction with my edits. I believe I captured the edits needed to make based on the comments on the original document. I've included in brackets the links to the definitions. Also, for ease of reading, I formatted the document to be Justify, but that may be just me who prefers this and may not be a CSTE standard. Please edit as you see. Tess, I believe you are the next person to review the edits and finalize. Thanks!

Attached are my edits. Building off of Nicole's work, I made distinct sections for purpose, scope, and definitions. I edited the introduction a bit and added more examples of why shelter surveillance is necessary. I think the next step may be for the floater reviewer or the original commenters to look it over to make sure it is incorporating everything correctly and aligns with the other chapters.
